Development of ICT Solutions and Services and Creation of Opportunities for the Private Sector

Who can apply

Direct public administration institutions, municipalities, and judicial authorities can apply. Public capital companies, associations, and foundations performing delegated administrative tasks are also eligible. Applicants must be included in the project list approved by the Cabinet of Ministers and receive an invitation to apply.

Maximum support

The maximum European Regional Development Fund financing per project is 10 000 000 euro.

Share of costs covered

European Regional Development Fund support covers up to 85% of total eligible costs.

What can be paid for

• Preparation of project substantiating and implementation documentation, audits, and checks
• Design, development, purchase, customisation, licenses, and data migration for information systems
• ICT infrastructure, cloud computing, and software rental services for implementation and testing
• Technical infrastructure, equipment, and standard software for data centres and computing
• Administrator and user training, support materials, and user needs analysis
• ICT hardware and equipment up to 3% of total eligible project costs
• Environmental and information accessibility measures and required communication activities
• Project management and implementation staff costs

What cannot be paid for

Key conditions

• National co-financing must be at least 15% of the total eligible project costs
• Minimum eligible project costs are 200 000 euro
• A cost-benefit analysis is mandatory if total project costs exceed 1 000 000 euro
• A positive opinion from the national ICT governance authority must be obtained for the proposed solution
• Associations and foundations must strictly separate costs between economic activity and delegated public tasks
• Programme and project results must be achieved by 31 December 2029

How to apply

The application is submitted electronically through the Cohesion Policy Funds Management Information System after receiving an invitation from the Central Finance and Contracting Agency. The application must be prepared according to the selection regulations, attaching all necessary approvals and analytical documents.
