GoalTo improve Latvia's industrial capacity for the production of military and dual-use products, strengthening the competitiveness of the national defence industry.
ALTUM, in cooperation with the Ministry of Economics, offers loans and guarantees with a capital rebate for companies that produce or plan to produce military or dual-use products.

- Companies registered in Latvia (of all sizes) that operate or plan to operate in military or dual-use manufacturing.
- Support amount
- Total programme budget 35 000 000 EUR.

Who can apply
Eligible applicants are micro, small, and medium-sized enterprises (SMEs), small mid-caps, or mid-caps. The enterprise must implement projects for military or dual-use products.
Maximum support
A loan with a capital discount of up to EUR 20 million and a guarantee with a capital discount of up to EUR 25 million.
What can be paid for
- Construction of new factories
- Development of infrastructure necessary for manufacturing
- Enhancement of industrial capacity and manufacturing of military and dual-use products
Key conditions
- An opinion from the Ministry of Defence must be obtained
- A commission of the Ministry of Economics ranks applications and makes a decision
- The application must be submitted to ALTUM within two months of a positive decision by the commission
- Support is granted upon ALTUM's decision to provide a loan, parallel loan, or guarantee
How to apply
The applicant must first submit an application to the Ministry of Defence to receive an opinion. Following the opinion, the application is evaluated by a Ministry of Economics commission. Within two months of a positive commission decision, an application must be submitted to ALTUM.
