Who can apply
Support is intended for companies whose production facility, point of sale, or agricultural land is located in Augšdaugava, Balvi, Krāslava, Ludza, or Alūksne municipality. For service providers, the legal address in the relevant municipality must be registered by 1 May 2026. For newly established companies, the legal address must be registered in one of the mentioned municipalities.
What can be paid for
- Investments (such as development of production facilities and commercial projects)
- Working capital (including for farmers)
What cannot be paid for
- Purchase of agricultural land
- Cumulation projects (combining aid with RSS/LAD, LIAA, or other public funding)
Key conditions
- A 0% interest rate applies and EURIBOR is not charged until 1 January 2029
- The offer applies to new loans submitted by 30 June 2027
- Available only if permitted within the business de minimis limit or the applicable program maximum aid intensity
- Applied through specific ALTUM loan programs (start-up, micro, SME, agriculture, or greening loans)
How to apply
Applications are submitted electronically via the mans.altum.lv portal under the respective loan programme. Businesses can also request an ALTUM consultation prior to submitting.
