Business Greening Support with Capital Discount

Who can apply
Commercial companies registered in Latvia – micro, small, medium-sized, and large enterprises – can apply depending on the project region and support strand. The enterprise must not be in financial difficulty and must not have tax debts exceeding 150 EUR. It must also comply with ALTUM creditworthiness criteria.
Maximum support
The capital discount is up to 300,000 EUR for energy efficiency support or up to 3,000,000 EUR for regional SME greening support per group of related companies.
Share of costs covered
The capital discount is up to 30% of the eligible ALTUM or bank loan principal (bank loan guarantee up to 80%).
What can be paid for
- Construction works and engineering system upgrades for energy efficiency in non-residential buildings
- Implementation of energy management systems and energy-efficient lighting
- Purchase of new energy-efficient machinery or equipment replacing existing equipment
- Recovery of secondary energy resources and waste heat in existing equipment
- Installation of renewable energy technologies (solar, wind, heat pumps) for self-consumption
- Energy accumulation and storage equipment
- Development and implementation of new products or technologies for eco-friendly processes
- Construction supervision, author supervision, and construction site preparation
What cannot be paid for
- Primary agricultural production, fisheries, aquaculture, tobacco, and gambling
- Costs that only achieve building energy efficiency class E
- Activities started or completed prior to the support award decision
- Co-financing or pre-financing of other EU fund projects
- Settlement of existing or new liabilities and debt interest
- Purchase of N1, M1, N2, and M2 category vehicles
Key conditions
- A primary energy savings of at least 30% must be achieved (or at least 20% for regional SME greening)
- At least 80% of generated renewable energy must be used for self-consumption
- Accumulation equipment must receive at least 75% of stored energy from directly connected RES generation
- Minimum own co-financing for an ALTUM loan is at least 10% of eligible costs
- A certified specialist assessment or energy audit must be obtained prior to application
- The project must not be started prior to submitting the application when GBER rules apply
How to apply
First, obtain an assessment from a certified expert (building energy certificate or energy audit) and prepare the cost estimate and technical documentation. The application and accompanying documents must be submitted online through the portal mans.altum.lv.
