GoalTo increase the capacity of Latvian industrial enterprises to manufacture military and dual-use products by attracting loans and guarantees with a capital discount.
The programme is administered by ALTUM in cooperation with the Ministry of Economics and the Ministry of Defence. Loans with a capital discount of up to 20 million euros and guarantees with a capital discount of up to 25 million euros are available, with the total programme budget reaching 35 million euros. Before submitting an application, the enterprise must receive a positive opinion from the Ministry of Defence regarding the military or dual-use nature of the products. Support is intended for the expansion and modernisation of production capacity in this sector.

Who can apply
A company registered in Latvia that manufactures or plans to manufacture military or dual-use products; a positive opinion from the Ministry of Defence is required before applying to Altum.
Maximum support
Loans with a capital discount up to 20 000 000 EUR; guarantees with a capital discount up to 25 000 000 EUR.
Key conditions
The application must be submitted to Altum within two months after receiving a positive decision from the Ministry of Economics committee.
How to apply
First, documentation is submitted for evaluation to the Ministry of Defence; after receiving a positive opinion, the application is submitted to Altum.
