GoalSupport business investments in improving energy efficiency and reducing greenhouse gas emissions.
ALTUM offers loans up to 10 million euros (depending on the region), guarantees up to 80%, and a capital discount up to 30% of the loan amount. The programme opens gradually by region. Investments must achieve primary energy savings of at least 20-30%, depending on the region and scheme. In regions outside Riga, an additional 41.5 million euros from the Just Transition Fund has been available for energy efficiency projects since March 2026.

- Micro, small, and medium-sized enterprises across Latvia; large enterprises (for energy efficiency projects in the second round in the Riga region).

- 7.8 million euros for the priority/general round, with an additional 41.5 million euros from the Just Transition Fund for regions outside Riga.
- Deadline
- OngoingGradual opening: in the priority round (SMEs in Tukums, Limbaži, Saulkrasti, and Ogre municipalities), applications are open from 24.08.2026 until 13.11.2026 or until the 7.8 million euro fund is exhausted; SMEs in Riga and Pierīga, as well as large enterprises, will be able to apply from 16.11.2026 if funding is still available. In regions outside Riga, an additional 41.5 million euros from the Just Transition Fund has been available since March 2026.
Who can apply
Investments must reduce primary energy consumption by at least 20-30% (depending on the region and scheme).
Maximum support
Loans up to 1-10 million euros (depending on the region); capital discount limited to between 300,000 and 3,000,000 EUR depending on the region.
Share of costs covered
Capital discount up to 30% of the loan amount.
Key conditions
Project completion by February 2029; capital discount application must be submitted by March 2029; final decision must be made by 31 December 2027.
